a. I can't come tonight - I have to look after my little brother at home.

Explications :
Un phrasal verb est un verbe en anglais suivi d'au moins un autre mot (généralement une préposition). Cet autre mot est souvent de nature à modifier le sens du verbe concerné.
Exemples :
1- To look : regarder
- To look after someone : s'occuper de quelqu'un, prendre soin de quelqu'un
2- To hang : accrocher/ suspendre/ pendre
- To hang out with my friends : sortir avec mes amis
