Some risks of toxicity and allergenicity identified so far are linked to the inserted gene and the protein produced. These are predictable changes: we know where the gene comes from and we know the nature of the protein generated. These risks are for the most part assessed according to the methods commonly used in toxicology. When there is such a risk, the GMO is not approved.
